Usually the accounts will be created around the same time as the guide and have minimal posting history (1-5 posts).
I don't know if this was the case or not, it doesn't really matter. Most people have their friends up vote their builds anyhow.
What does matter is that you build is limiting your effectiveness. Personally, I do not play eve, but one of the guys in my 5v5 (we're ranked 1550ish so we aren't pro but we know what we are doing) mains her.
By level 16 if he finds a non-tank alone he will kill it within the stun duration. (That's a kill in under 2 seconds) That's from 100% to dead without them having the chance to deal a point of damage back. He often does it to players under their own turrets or with oracles on. He is able to do it partly because he is a good player, but mostly because of the build he runs.
Now if you want to do things the way your want, that's fine. But to achieve the kind of nuking power I described above, you've gotta build her a certain way.
His build order is Boots of Mobility => Soulstealer => Deathcap => Deathfire Grasp => Liche Bane => Crystal Scepter
I highly recommend this. I've just seen it work so many times.

This build has some major issues with it. First off, it seems confused whether it wants to be an AD build or an AP build.
Secondly you NEVER get a liche bane until you have at least 200 AP. The best thing about the bane is the proc and if you don't already have AP the proc does very little.
Nashor's Tooth on a predominately AP eve is not a good idea. Go Deathfire Grasp. Use it, love it, and never go back.
Your first item with eve is right, boots of mobility all the way. After boots think about building ap as fast as possible. Soulstealer is a game breaking item for AP eve. If not a soulstealer go for a deathcap. After you get a deathcap or soulstealer, AND a Deathfire Grasp, then think about a Liche Bane.
