Well, to clarify what I meant, if you are maxing Q first, it should be:

Q-E-Q-E-Q-R-Q-W-Q by level 9.

For W max, it should be:

Q-E-W-W-E-R-W-E-W by level 9.

Thanks guys for the replies. I'm completely re-selecting the runes and the ability cast sequence seems to be bad. Can you say why? I am certain that it's E>W>DFG>R>Q. I find it usual to fire all of them at once, being the W and the DFG to be casted one after another, and the R and Q fired all together so they one after another and hit together (or alike)

Someone else can always get Twin Shadows.

Skill sequence is impossible because you can only max a skill by level 9. You have a skill maxed by level 8. I don't care how good a player you are, it's impossible.

Masteries are wrong, because you specced 9 points into utility, but didn't pick up Runic Affinity . The only reason you'd spec 9 points into utility is so you can have that extended blue buff. That first blue buff Veigar gets is super important for Veigar to start snowballing if he hasn't already and it's best to make the most of it. It's better than taking CDR for active items.

Runes are inefficient because Veigar infinitely scales on AP anyway. You are better off fixing other areas he is weak in, such as mobility or defense (MS Quints, armor seals and magic resist glyphs are recommended).

Ok. Today I tried it out and I am going to remove Torment from the build. The doran ring still works for me but will try this afternoon.

BTW, for the benefit of those saying 'max W over Q', I would disagree that this is the definitive way to do it. In fact, of the 3, I max W last usually. The reason is that you can rarely land your W without sufficient points in E anyway and the more points you have in E, the more likely you are to hit your W. Q, on the other hand is a targeted spell with infinity AP scaling. Being able to hit your Q lets you gauge exactly how much damage you can manage to do in one full combo. Q is also a much better poke than W.

Also, by leveling up your Q, you get more AP each time you kill a champion.

I usually don't take W until level 8, actually. I feel that both are viable choices either way.
