So, this is my first build here. Hopefully you all will enjoy it as much as I do. That being said, lets get to the details shall we?
Sivir; I think she's a bit underestimated by the other champions. So much they probably won't expect her to do the damage. Now, if she's played correctly (of course) you can totally dominate with her.
I do want to say that all of what I will go over is my own personal opinion. I've been playing Sivir for awhile now and have tried many different builds with her & this one seems to work best for me. Again, that being said it's not going to work for everyone as we all have different styles of game play. Constructive Criticism is always welcome, but please leave any negativity to yourself. If you do not like/agree just simply don't use it.
I also would like to point out, that I mid lane 99% of the time, Sivir is a GREAT mid if played correctly & Your ending HP, since Sivir can farm minions like it's her job will end up being 3267 because of Warmog's extra HP it gives you per minion kill up to an additional 450 HP. Not to bad eh? & with 65% Lifesteal she is definitely a threat and will contribute to team fights tremendously if you can rely on your tanks so you can run in and out as needed.
Now onto some explanations ;)
- MARKS » For the Marks I like to go straight Armor Penetration. I prefer this over any of the other Marks, simply because I can do more damage by piercing through armor a little easier.
- SEALS » For Seals I go straight HP. It's no mystery that Sivir is extremely Squishy and needs all the Health she can get, this gives her a little boost early game to help her survive.
- GLYPHS » For Glyphs I was using Mana Regen, but in late game it really wasn't anything noticeable and found myself changing my Glyphs to Cool down Reduction. Sivir can wipe out an entire lane in less than a minute, so it's essential that her cool downs are reduced making it easier & faster to push a lane & get back to business.
- QUINTESSENCES Again for Quints I chose straight HP. To me this is an essential thing for early game and ups Sivir's survivability greatly.
I put all my Mastery Points in Offense & Utility. Pretty sure it speaks for itself as Sivir is a DPS Champ.
Your main items will be as follows, and I will explain as I go.
Warmog's Armor: Again I can't stress enough how squishy Sivir is. To me, this is one of the most needed items and I get it first thing after my boots. With this Armor and because Sivir can take out minions in a heartbeat it won't take long to maximize this Armor's max HP That being 1370 HP after the initial 920 you get from the start and the max 450 extra you can get just by killing minions. This is a great survivability item, and my number one love<3
+920 Health +30 Health Regen per 5 sec Passive: Permanently gain 4.5 Health and .15 Health Regen per 5 sec per minion kill. Champion kills and assists grant 45 Health and 1.5 Health Regen per 5 sec. Bonuses cap at +450 Health & +15 Health Regen per 5 sec.
Berserker's Greaves: Two words; Attack Speed.
+25% Attack Speed UNIQUE Passive: Enhanced Movement 2.
The Blood Thirster: Lifesteal, oh how I love me some lifesteal. You will notice a pattern from here on out, main thing I focus on is Attack Dmg, Lifesteal & Attack Speed.
+60 Attack Damage +15% Lifesteal Passive: Gain an additional 1 Physical Damage and 0.25% Lifesteal per kill. Maximum of +40 Damage and 10% Lifesteal. Bonuses are lost upon death.
Stark's Fervor: Again with the lifesteal & attack speed, not only that but this item also helps allied champions around you which is great in team fights with the additional attack speed & lifesteal for them aswell.
+20% Attack Speed UNIQUE Aura: Gives nearby allied Champions 20% Lifesteal, 20% Attack Speed, and 30 Health per 5 seconds regenerated. Reduces the Armor of nearby enemy champions by 20.
Hextech Gunblade You might think this is a little weird but Sivir's boomerang blade has some AP Dmg to it, so I choose this just to give her a little extra dmg with it. Not only that but additional Lifesteal for me, spell Vamp + 60 extra Attack Damage.
+60 Attack Damage +75 Ability Power +20% Life Steal +20% Spell Vamp UNIQUE Active: Deals 300 magic damage and slows the target champion by 50% for 3 seconds (700 range). 60 second cooldown.
Madred's Bloodrazor I choose this for the Extra Attack Dmg, Attack Speed and some additional armor :)
+30 Attack Damage +40% Attack Speed +25 Armor UNIQUE Passive: On hit, deals Magic Damage equal to 4% of the target's maximum Health.
Now with this build, my attack speed is insane, my life steal is insane and I can help my team tremendously in team fights, not to mention I feel like even in some games where I may not get many kills I'm still an asset just for the sheer fact I can push a lane by myself in seconds. With this build it is definitely not unlikely to get over 400+ minion kills. I usually have a lot of extra gold built up in which I like to buy the Elixirs of Agility, Brilliance & Fortitude. I've been accused of hacking because of my minion kills and life steal. The damage I can do just because of how fast I can attack is crazy, and you'll get comments especially if you're a low level.
I choose Clarity & Teleport.
As you can see I really don't purchase anything for extra mana or mana regen so Clarity helps me out in that aspect. ;)
Teleport simply for the fact of teleporting to my turrets if they're in danger, if my minions are close to an enemy turret, so I can take that sucker without warning... and fast! ;) or if my minions are by a team fight, I can teleport there quickly.
Sivir relys heavely on her Tanks, don't rush in. Let them do their job while you range the team fight, then move in when needed & safe.

You'll be a farming queen taking towers in a matter of seconds with this build. The gold will be pouring in, and you'll be able to defend against minion swarms if need be without taking an loss in HP.
