Many of the builds that I have seen for Nocturne include runes like:
Attack Speed is very effective with Nocture, but the reason I prefer my runes are:
Movement speed is extremely underrated on League of Legends. I discovered the importance of movement when I was matched against a Teemo. He had 514 movement speed without using his movement spell. Even after a stun, He would quickly recover and escape very quickly, and you could never escape from him. For this reason, I strongly recommend a phantom dancer and those 3 Quints.

Attack Speed is very effective with Nocture, but the reason I prefer my runes are:

-The Seals and the Glyphs help with defense
-The Quints help chase down and run away
Movement speed is extremely underrated on League of Legends. I discovered the importance of movement when I was matched against a Teemo. He had 514 movement speed without using his movement spell. These Masteries are standard AD carry except for a little twist, meant purely for Nocture.
As you can see, You should grab standard ad, armor pen, etc. Instead of grabbing a little bit of health, you want to get movement speed and mana generation, and as a little bonus; cooldown reduction.
If you hover your mouse over the movement speed you can see that the bonus is only given outside of combat. You may be thinking to yourself "Twisted Treeline is such a small map, why would you need that?". The reason I chose that is because it is such a small map. This enables you to get to your lane, altars, and team fights a lot quicker.
The mana regeneration may seem like a level one summoner decision, but if you are playing well, you will be harassing at both top or bottom, whichever one that you have decided to lane at. On top of that, Twisted Treeline has a mana regeneration boost, which lets you spam all game long.
Along with that, Cooldown reduction procs your ulti a lot, because of it's large cooldown, along with your q which allows you to spam even more.
