Summary / for those that want the short version
so this is the jungle route:
Blue golem (leash if possible) [use hPot]
wolves [after 1st hpot is done use another or wait till running to wraiths]
double golems [hpot if needed, smite should be back for this]
then go back grab boots another hPot or 2 depending if u used all 3 or just 2 and a mana pot
wait 5 secs take wraiths when they re-spawn
then either take wolves followed by double golems(again) or gank. [mana pot is so when u gank u dont have 0 mana, so pop it when u run towards a lane that your trying to gank].
Obviously once u get to the tri-force that is the end of the core items so build accordint to the game, but generally you will want to go defensive.
Once you have 6 items and ur still getting money in then it is time to sell the phillo stone as it has fulfilled its job and probably turned a profit.
Jungle in more depth
Blue is a real ***** if ur soloing, it is possible however fairly susceptible to counter jungling, therefore a leash is highly recommended.
Since the wriggle lantern is fair **** for skarner I tried getting a few different items. and sorta found that with these runes ur set and providing you have 2 or 3 hPots it basically doesn't make any difference to what you get. so i figured y not by a fairy charm so that the philo-stone can be gotten earlier, alternately one can start with a crystal to assist the sheen and 2 hPots. But since the jungle is so thin i prefer the saftey of having 3 hPots (Take more if the have a twitch with smite or just rage quit)
Then the order as written in the summary is fairly self-explanatory.
Due to dying the moment you get your ulti off it is necessary to get tanky.
The reason for flat amour runes is so that you can survive the jungle
the Mr/lvl are since the jungle doesn't do any magic dmg it is better off going for the per lvl ones
health quints are always fun and help a fair bit too
AS quint to synergise with skarner's passive and to hasten the jungle as it is slow in comparison to other junglers.
Amour Penetration is for similar reasons the natural creep only have a bit of amour and hence this hasten the jungle by a lot. alternatively, AS marks are viable but i don't have them plus by later game your AS is super high from the shield and items so I believe these to be the best choice.
Following the same theme as the runes amour and Mr masteries, health, As.
1 point for smite for the extra cash and Cd
Then utility as it is necessary for junglers to get the xp mastery or jungling is not viable
plus reduced death time is always nice if you die. (Which to be honest is very likely to happen since you have to get all up in their **** to do anything)
As expected having a super spammable move lends itself to the sheen / Tri-force for crazy dmg output plus all round usefulness as skarner actually benefits from ever single attribute so that is your main dmg dealing item the merc treads are really the only viable choice cause the tenacity is a must. Then the rest is just to bulk up so you can go in and kill fools, without insta dying and feeding.

I have tweaked it as skarner laning is lame. Both duo and solo lane. Therefore jungling seemed to be the only path left for skarner

I invite you to comment something constructive, however please note that this is a work in progress and i don't know how to put all the fancy icons in but this is designed to help people play skarner as he is very difficult due to low base defense and dmg and range.
This being said he made me buy Rp cause he looked so cool and his abilities sounded rad when they were released. [He also looks sweet]
