I think that this build works perfectly. It gives us a big burst damage and a little survival.

Personally, I take 3 x Greater Quintessence of Potency, 9 x Greater Glyph of Force, 9 x Greater Seal of Force and 9 x Greater Mark of Insight.

21/0/9 is perfect masteries for Fizz.

My build:

Start with boots and + health potions.
Next buy Sorcerer Shoes.
Rash to Rabadon Deathcap. Give you more ap and more dmg.
Next build Lich Bane. Combo Deathcap + Lich Bane is perfect.
Now you can build what you want. I prefer build Will of Acients, Morello's Evil Tome and Rylai.

I prefer "Ghost" to the resort and fast catching enemies. And "Ignite" to end your combo.
