I haven't found Mana Regen/plvl runes needed on Fizz at all, hes simply not that mana hungry. Maxing E first would be the only way you need the Mana Regen/plvl runes, and I do not max E...yes the damage is higher but if you use it to harass its no longer "free harass" because your using your skill that lets you avoid the harass to deal damage...I simply max W, then Q, I find the burst to be easier to land along with having a lower mana cost on E to be able to get away and not need mana regen. Buying Dorans Ring first could be good if you have Swiftness at 4 in the Utility Tree and MS Quints...boots allow me to harass and take a little harass since I have HP pots, a Dorans Ring would allow me to have a bit bigger harass damage but end up taking more harass since I have no MS or HP pots. TL;DR I'm not up-voting or down-voting, you have your play-style, I have mine. Thank you to LaCorpse, MissMaw and friends for the signatures.
