@ Patch: I buy the Tear from the beginning and you are right, I forgot to mention I never reach the Archangel's Staff maximum of 1400 mana, but I always reach 1000+ late-game. This will result in 250 health, isn't much but I certainly like it. Also the Archangel's Staff makes the Rod of Ages and Lich Bane more attractive, because the 720 mana or 350 mana is extra AP because of Archangel, further increased by 30% from rabadon's. Also you stated that: when you Fling them, they are away from you, making it awkward to cast + punch. (Contrast with most casters who stand at the back and cast, able to auto-attack at range, or someone like Alister, who can actually sneak a procced lichbane punch during his headbutt.)
Look at it this way. If you have ult on, your movement will almost reach 480. enough to chase most people down. If someone is running to a certain place, lets say their base, you fling them to the other side, BEHIND you. The only logical thing to do is still running TOWARDS base, but now you are between him and his base, with Lich Bane effect on. Enough time to proc it because he is automatically running to you. But I am happy you commented. I'll try to use flash myself now. Escaping is indeed hard, but as a Singed, I want to be chased.

@ Rooivalk: If you look at the table, you'll see that my health is 3141. This is without his passive health boost. The mana almost never reaches the full 3500 because Archangel's Staff full 1400 mana boost will be hard to acquire, but you reach around 3100 mana for sure. That is 775 bonus health, so his health will be like 3.9k and for the armor part. His ult gives him 65 armor and magic resistance. His ult stays for 25 sec, that is very long in my opinion. He reaches 165 Armor and 130 Magic Resistance. That results in 62% and 57% damage reduction. That's enough for an off-tank in my opinion.

It looks good... I have voted +1, Loads of dps, but the only problem is you dont have enoug health or armor...

You actually get an Archangels on Singed?
I mean, I can see what you're trying to do, but the time it takes to charge up the Tear is immense.

I'd consider adding alternative items into your build, specifically in boots. Sorc shoes would provide you spell pierce that you're otherwise lacking, Merc treads provide CC reduction, Ionians could give you cooldowns you're going to need and Swiftness are just good on Singed in general.

Lichbane/Tear/AA problem
Without cooldown reduction, (you're only getting 3% from that mastery) you're looking at a 14 second cooldown, 10 second cooldown and 100 second cooldown on your 3 castable moves. This means that at your fastest you're charging your Tear every 10 seconds, and you require a person to throw. Mega Adhesive that you can cast on the ground takes 14 seconds, and your ult 100. It takes 250 spells to charge. With the best circumstances you can presumably charge your Tear about 10 times a minute, meaning it will take a minimum of 25 minutes. That might not seem so bad, but its going to take you roughly a full half hour to charge that tear after you first get it.

Lichbane is not any different, as to proc it, you have to use Fling, Mega Adhesive or your Ult. Problem is, when you Fling them, they are away from you, making it awkward to cast + punch. (Contrast with most casters who stand at the back and cast, able to auto-attack at range, or someone like Alister, who can actually sneak a procced lichbane punch during his headbutt.)

For summoners spells, you don't have an escape. I'm going to assume you're just using your ult + poison damage + mega adhesive to escape ganks? It's still pretty advised to take flash.
