Introduction
Start off with Spellthief's Edge ,3 Health Potion and Stealth Ward . Upgrade into Frostfang and Boots whenever you can, continue with Sightstone and at level 9 upgrade your trinket into Oracle Lens. From there on rush Iceborn Gauntlet so you could slow enemies and get that advantage. The defense item is situational - if they have a team that consists mostly of 4 AD champions and their AP champion isn't that big of a threat, you're safe to go with Randuin's Omen. If their team is balanced out with (3 AP & 2 AD) or (3 AD & 2 AP), you can go with Banshee's Veil. Last item is Rylai's Crystal Scepter. It gives you AP, health and the slow effect. Sounds great, doesn't it? Basically you can heal your teammates for more health and slow the enemies at the same time by using your Scepter's and Gauntlet effect.
Your main goal is to defend your team while posing a threat with this build. Consider yourself as the guy who needs to either initiate a teamfight or stay in the back and keep your carries alive. What you want to do in lane: Poke the enemy with Ebb and Flow. You want to get between the two enemies for maximum value by using Ebb and Flow on the adc, let it bounce back on you and then let it bounce on the enemy support. If you want to fight with your adc, put Tidecaller's Blessing on him and harass them, if they fight back, land your Aqua Prison and secure the kill from there on. Using Exhaust will help you, if you cast it after the Aqua Prison effect ends. From level 6 you can easily engage the enemy with Tidal Wave and keep your team alive with constant healing and landing your Aqua Prison.
Maxing Ebb and Flow in lane is your bread and butter. Using it to get health back or simply to poke them is the most efficient way how to show yourself as a threat in lane. Maxing Tidecaller's Blessing and Aqua Prison should be simultaneous. Use Tidal Wave for engaging or helping your teammates escape in a rough situation. In late game you should probably start fighting the enemy either head on or staying behind the tanks. If you choose to go head on, use Tidecaller's Blessing to slow someone and then Aqua Prison to catch them. Eliminating one enemy before a fight will give you a great advantage. If you choose to stay behind, heal your carries and keep the enemies off.
Using these runes will help you early in the game, since your main source of damage will be your Ebb and Flow, Tidecaller's Blessing will slow more and Aqua Prison will do a lot of damage aswell.
I chose to go
Windspeaker's Blessing
because it helps you keep your carry safe by healing for more and giving him armor & magic resist in the process. 5% cooldown from
Intelligence
will help you greatly in the beginning. I took
Insight
in Resolve because it helps me get my Exhaust off of cooldown faster, so I can shut down one of the enemies faster and possibly get that early advantage.
