Summoner spells are ghost and exhaust, they're just a personal preference of mine feel free to take teleport/ignite as they are valid substitutes.

Runes are standard for gangplank crit damage, i prefer to use flat cooldown reduction for blue. Its the weakest of the 4 for crit damage and I use them for other champions so save yourself some IP.

Quick notes about his abilities

Parrrlay:

Your main ability, this is what makes you such a threat. Focus on leveling this up first. It crits for a hell of a lot of damage and give you insane amounts of cash when using it to last hit creeps.

Remove scurvy

This is your very own banshees veil. The healing on it isn't all that great but it can save your life. One rank in it at level 2 is all you need early on, focus on the other 3 abilitys before picking another point in this.

Raise Morale:

A pretty unappreciated ability in all honesty. The passive on this is one of the better passives in the whole game, who doesn't love free damage and movement speed? Pop this when trying to chop a tower or when running into a team fight

Cannon Barrage:

Slows everything in it and does some amazing damage, don't be afraid to blow this as an escape tool if you're getting chased off the enemy team. With your superior movement speed and this you'll be able to escape from most ganks. It can be an annoying ability when you blow it and it doesn't hit a single target.

Time to start a game

Early game:

Focus on last hitting with parlay, only go for a kill if the other team overextends, most will so just pop your exhaust on them and do your thing. Staying in the lane until you have 2k gold (manamune and boots) is what you are aiming for. Port back and then go look around the map for wherever needs help most.

Mid game:

You're the team member who'll be running to and from lanes to push creep back due to your superior movement speed and ultimate being useful in team fights regardless of where you currently are. Don't ever go too far up the enemies lane unless you can clearly see where all 5 of them are on the map, can not stress this enough. Map awareness is the most vital thing a good gangplank player needs. If you can see them use raise morale and get some hits in on the tower, if not go meet up with your team and try get some ganking going. As always use parrrlay for last hitting to get easy cash.

Late game:

Time for the team fights to start. This is when it becomes dangerous to run off by yourself so stick with your team. I tend to be abit ballsy during the square offs running in to get a quick parrrlay off as I know I can get out safe with remove scurvy, if you arn't comfortable using this champion though wait til your tank initiates and then get yourself into the mix. Raise moral if your teams creeps are close enough and then just parrrlay/auto attack down whichever target your team is focusing down. Remember using your ult too early is always better than using it too late, most teams will usually try to run out of it if the fight isn't in full flow which could lead to a free kill.
