1) Judgment should be Garen's primary damage source, not auto-attacks. Therefore it should be maxed ASAP, and attack speed should runes should not be utilized, as Judgment does not scale with AS.
2) Level 3 Demacian Justice taken at lvl 17 instead of 16.. probably just a clicking error or something.
3) Cooldown reduction does not stack according to leagueoflegends.wikia.com:
4) If utilizing dodge in build, you should go for a few Phantom Dancers, and get the mastery for dodges to increase move speed, instead of the Ghost mastery.
5) Ability power and mana per 5 from Nashor's Tooth is wasted on Garen.
