My Garen build is like a Tank/DPS hybrid build. I feel like Garen shouldn't just mass all tank items because he can do so much more than just tank. His Judgement and Decisive Strike can deal so much damage with the right items. Its amazing to me how much damage Garen do with this build.

Early Game
First, I buy boots and 3 potions to start off the game. I usually go top or bot, or a lane with a partner. With Boots and Judgement, its VERY easy to get first blood. If they're playing too passive or they they too much HP (Cho Gath with runes!) just use Decisive Strike to farm enough so you can go back to grab a sunfire for more farming awesomeness. After that get Boots of Swiftness so you can chase with Judgement+Sunfire Cape. You'll be tanky early game and deal tons of damage against squishys. START ROAMING! Remember to kill them off with your ultimate!


Mid Game
Now, you would usually have a few kills and have been farming like CRAZY because of Judgement+Sunfire Cape. When farmed enough, make Warmogs and then Atma's because you'll have tons of health by now and the AD boost from Atma's will give you even more DPS. This is when the team fights really start to begin and you'll be amazed how beefy you are and how much damage you'll be dishing out with judgement.

Late Game
You're pretty much unkillable by now if played right. I now finish off my items by buying a Frozen Mallet and a Randuin's Omen. The Frozen Mallet is such a good item for this build because of the extra +20 AD and +700 Health. This will increase AD even more alongside with Atma's. Now it's just run in the battle and Decisive Strike the casters and Judgement everyone to death.
