Welcome to my Spesshmarhen half-tank build!
This build is a build that is an early game damage dealer and late game damage absorber, its a more tanky build based for intense team play, I use this build and get quite a few wins, sometimes loses due to countering characters, this build you need to be Flexible and Analytical , following the build to the letter might cause trouble.
No more spin to win (dat nerf)
Desicive strike, mobility spell ?
Stick infront of your team and tank the damage
Tank the tower while you get assassin characters to take out enemy heroes
as I said before since this is a half tank buid / offtank, you need to be moving around infront of your teammates and taking advantage of your abilities to move around.
Your runes, should be based on a compensatory system, for his weaknesses.
since the nerf he has low critical hit, so critical hit runes are importabt for descisive strike, also gold glyphs would be useful but dont overkill on them.
Important Runes I would say are the attack damage and health, as hes a tanky character this is where you want to invest your hard earned IP ON TEIR 3 RUNES ONLY, any lower teir the effect is negligable.
This is a relatively short chapter, as the mastery tree above is pretty self explanatory, it works on a system of compansating for Garens lack of damage invest alot in critical, attack speed, base damage and life steal, life steal is needed so Garen can heal quickly and get back to tanking the enemy for his team.
Also don't forget to have magic resist and extra armor masteries, this is very important if you want to avoid damage alone based chars.
My item order is generally.
Top beggining to bottom end
Dorans Sheild (Health)
Dorans Blade (Health + vamp)
Boots of Ionian Luciditz (Cooldown speed)
Brutalizer (Cooldown speed)
Ruby Crystal / Regrowth Pendant (I'd go for the Regrowth pendant so you can jump in)
Warmogs Armor (Health)
Atmas Impaler/ Sheen (depends on the amount of money you have, and if you are relying on abilities , sheen is cheaper but more unreliable, atmas is a sure way to increase damage but may take time)
Thornmail/ Yomunus Ghostblade (depends if you have enough time / money but can really help turn the tide of a stalemated game)

On a serious note, ghost is to be used in conjuction with decisive strike to make sure that master yi(ba****) cannot get away , exhaust is doubly useful for slowing down speed and tanky chars that have been buffed, remember to get right in there and SPIN TO WIN, to distract them, despite spin being nerfed it removes all speed debuffs and makes sure the enemy are coming for you.
Tank the damage for your team
Keep an eye on your money
Dont use your abilities straight away (cept spin to win thats pretty good distraction)
Use Descisive Strike to get round the map quickly + ghost if you have it
