Greetings, After exploring a few different item/rune builds and revising my past build, i've come across this particular build. What I have found is the combination of Warmog's Armor's and the Force of Nature your Health & Regen will become absolutely out of control. This build may seem unorthodox, so please read everything and try it out before knocking it!
At the end of the game you will have roughly 5,000 Hit Points, and Regen faster than you could ever believe! Try around 500 hit points per 5 seconds!! Once the opposing team realizes how much of a threat you are this Regen will truly come in handy!
With that much health and a few Ability Power based items you will also accumulate anywhere from 500 to 700 Ability Power, and provide a great deal of control, and of course a huge misleading ability to survive. With this much Ability Power you will be able to provide a decent amount of damage. Keep in mind the Defensive tree really compliments Vladimir, it provides more Health, and 4% more Ability Power. Take a look below to see my actual success.
Ignite provides the necessary tool to prevent healing and regeneration when trying to focus down a carry. It also provides that last bit of damage you need to score a First Blood! There's nothing more frustrating than an enemy getting away with less than 100 hit points...
Ghost provides great mobility, and great tools for escaping and or chasing down enemies. It also provides the ability to catch up to team mates as they might be entering into combat. The most important benefit as it stacks with Sanguine Pool, which is absolutely awesome!
(Innate): Every 25 points of bonus health gives Vladimir 1 ability power and every 1 point of ability power gives Vladimir 2 bonus health.
With Vladimir's passive ability, he will convert the 5,000 Hit Points into roughly 220 Ability Points, and this is why Warmog's Armor's is so useful!
Vladimir drains the lifeforce of his target, dealing magic damage and healing himself for 25% (+0.25 per ability power) of that amount.

Cooldown: 12 / 10 / 8 / 6 / 3 seconds
Magic Damage: 70 / 115 / 160 / 205 / 250 (+0.6 per ability power)
Take Transfusion at level 1 to provide the necessary harassment and life regen you will need in order to be competitive. It also provides a great last hit tool to farm gold quickly. Late game it will become your "bread & butter" and your primary spammable nuke! =)
Vladimir unleashes a torrent of blood dealing magic damage to nearby enemies.
Each cast gives him an Empowered stack (max 4), increasing his healing and regeneration by 8% each for 10 seconds. Additionally, his next tides of Blood deals 25% more damage and costs 50% more health per stack.
* Cooldown: 4.5 seconds
* Area of Effect: 620
Cost: 30 / 45 / 60 / 75 / 90 Health
Magic Damage: 60 / 90 / 120 / 150 / 180 (+0.45 per ability power)
Most guides suggest taking Sanguine Pool next, however I personally disagree... I suggest taking Tides of Blood at level 2 instead. This will give you the ability to farm gold at a much higher rate. Doing so, i've actually been able to keep up with and or beat some of the best farmers in the game, and for this particular build you will definitely need the gold.
Now, most people don't like taking/using Tides of Blood, however the Regrowth Pendant does a great job at countering the negative life drain cost it has.
Vladimir sinks into a pool of blood for 2 seconds, becoming untargetable and slowing enemies above him by 50%, and deals magic damage over the duration plus heals himself for 12.5% of that amount.

Cooldown: 26 / 23 / 20 / 17 / 14 seconds
Magic Damage: 80 / 135 / 190 / 245 / 300 (+15% of bonus Health)
Most guides recommend taking Transfusion when ever its available, however you do want to get Sanguine Pool at level 4 for it's amazing escape and entrapment ability.
Mejai's Soulstealer is truly one of the best items for Vladimir, it provides a scaling amount of Ability Power, and once you reach 20 stacks the cool down reduction is a great tool. This item will roughly increase your Ability Power by 185 points. Quite awesome if you ask me! =) (Gold Cost: 1235)
Now I highly recommend Mercury Treads over any other form of boots due to its ability to unlock you out of taunts, snares, and stuns. It also provides additional magic resistance which really helps against spell casters. However, you can get Sorcerer's Shoes for more magic penetration. It really depends on what your enemies are doing, and how well you are doing. (Gold Cost: 1200)
After those two items I usually rush Rylai's Crystal Scepter. Depending on the enemy lineup and what items they have chosen you will need to make a choice here. Rylais Crystal Scepter adds a great deal of health and movement manipulation It really is a great item. (Gold Cost: 3105)
As mentioned before I aim for getting Warmog's Armor as soon as possible for it's amazing Health and Regen bonuses. You will truly be amazed at how difficult you are to kill, and because Vladimir gains Ability Power per 25 Health, he also grows quite offensive with these items. (Gold Cost: 3120)
Next I aim for Force of Nature, for it will rapidly increase your regen based on your total amount of Health. At this point you should be peaking over 4000 Hit Points. It also provides a great amount of Magic Resistance, which in turn makes you even harder to kill. Yes, you want to be hard to kill, the harder you are to kill the easier it is to farm stacks on your Mejai's Soulstealer. (Gold Cost: 2610)
The Void Staff really is the perfect item to finish this build off adding 40% magic penetration, combined with runes, and masteries you will be pushing 60%. Very deadly.. (Gold Cost: 2295)
If the game continues on, or if your struggling to get stacks on your Mejai's Soulstealer, go ahead and exchange it for a Zhonya's Ring for the pure raw Ability Power, and it's active ability to go invulnerable. This ability is amazing, after swooping in, popping your ultimate and nuking everyone, use this items ability, go invulnerable, wait for your ultimate to nuke everyone, then use Sanguine Pool to escape. Pure genius! (Gold Cost: 3460)
I highly recommend playing with some sort of tank with a good stun, aoe stun/slow, or taunt ability. Without having those types of abilities you will be focused down quickly due to your ability to dish out a lot of damage. The following below are examples of who you should try to group up! Ps. Amumu is by far the best teammate a Vladimir can have! =)
Enemies to not Solo against:
The following are enemies in which Vladimir will struggle playing against in a solo lane. I would suggest switching lanes or trying a completely different build to deal with them.
