Laning Phase with gnar is not hard if you know whats your job, but to find out is hard. So I will try to help you here. Because mini-gnar have one of the worst base stats you need to play safe and poke. Its important to time your Jump (e) Example: Riven vs Gnar. Riven can engage on 2 ways with e+w or e+q. Both stun. So wait, dont jump to early, and dont engage on it if you are not 100% if you get the kill. Skill up Q then W then E

If you got the first tower and dominate, roam mid, if you have a carry champ, if you have a tank or a supporty champ go bot. At min 20 you should have atleast 90 farm ( its normal to have 130 or 140 at this moment but roaming is more worth than farming).

Wait for the moment to engage on atleast 3 person or the most fed person in the enemy team. After the engage Go back and peel for the (ad/ap)CARRY. You can splitpush top if your team dominate, but its risky and I wouldnt do it.

How to farm with gnar: Fast combo Autoattack,q, autoattack, cancel the autoattack animation with q so you can make a fast combo.
