Introduction
I do NOT play Gragas as a pure tank, and actually go straight AP besides AotL. If you follow this guide, your barrels will be able to dish out large amounts of damage, especially to squishy Champs. You will end with about 2.7k health as a result of the items, but you will NOT be a tank.
I find that Gragas does best in a solo lane, for example, whenever your team has a jungler. You get a sufficient farm, and your barrels are great in a 2v1 lane. You can also go the middle lane, but I would recommend your primary caster or AD carry to go mid.

I use typical caster runes for Gragas while many others may disagree. I do not carry ANY health runes on my Gragas build, because I am not a tank. I take magic pen reds, Mp5 yellows, and flat AP blues and quints. With your Doran's Rings you are going to start with 40 AP which is great to start with.
My masteries are also for a typical caster, running a 9/0/21 set.
I run Flash and Teleport as my summoner spells, although other can be viable.

Ignite- Perfectly fine for a little bit early game damage, however I prefer not taking it as the damage falls late game.
Exhaust- Also fine, but I find Gragas has good chasing and doesn't really need the blind, so its personal preference.
Clarity- Gragas is very mana thirsty for the first levels, so I could see where you would want some more mana, but again the skill loses utility with time.
