Feels like you didn't even read this guide. He clearly states that if you (hecarim) hit them, they will be feared. Quoted:

It is literally IMPOSSIBLE to jungle with these items. Hec doesn't have sustaining power to jungle in his kit...so where are you replacing hp from? You've got no life steal and no hp/mana regen in your first items...you spamming potions in the jungle past the first clear? This doesn't make sense? A tank that can't bring the hurt gets ignored.
