Heimer - The science of solo top!
Actually, there is a bigger issue here.
The CDR cap is 40%. This is a hard cap, meaning everything over 40% is completely wasted.
In your guide you suggest Ionian boots (15%), Morello's (20%), 4 ranks in the Sorcery mastery (4%), and CDR glyphs (.65% * 9 = 5.85%). When combined with the passive 20% CDR built into Heimy's ultimate, you're suggesting 64.85% CDR.
If this is not fixed in your guide, it will be literally WORSE than useless, it will be harmful, as it will have people playing very poorly with Heimy, further ruining his reputation as a champion.

Removed Ionian + Masteries and Runes, what gives me exactly 40% (Morello + Ulti)

3 main problems.
1: dont ever split runes i.e. you have 5 of one and 4 of another this is poor waste of runes.
2: never ever ever use Majiv's
3: Heimer is mainly going to be mid sometimes solo top but generally mid. The champions you listed for him being good aganst are almost never mid. So im not sure what your going for there cause your whole laning chapter is pretty much off.
also not really a major issue, but exhaust is very viable for the cc because heimer lacks any real cc and this helps fix that and helps in team fights to keep enimies in your turets.
You have a point on 3, really. But with this build i'm not focusing mid. A mid build would be different in some points, and, I did this build based in personal experiense (since level 8 i think)
