I agree stuns are very important. The stun usually doesn't do enough that early in the game though to make that much of a difference. Since leveling up isn't a problem with Heimerdinger you should have no problem waiting for level 7 to get your stun. You want the damage from the rockets to keep people from harassing, the stuns are good at doing this but the rockets do a lot more damage. With the extra damage your team can usually pick up with kill or you can go for the last hit with your rockets.
I find the stun to be important early game because people will try to take down your turrets. Throw the stun at them and you protect the turret. It doesn't even matter if you miss, since they will run away from the attempted stun and thus get off your turret.
