Introduction

This is my first guide with that being said heimer is one of my favorite champs. I don't consider him a killer but more as a constant damage dealer then let your team kill them.

Runes

I like to split the runes between mana regen/ ability power/ and magic pen. I have tried him with all AP and no cooldown and wasn't sold.

Items

I like to start with the pendant and two hp pots this is to keep you in the lane longer. As soon as I can afford it I finish off the tear of goddess this should be enough to solve mana problems. I go with boots and then work on rylai's the slow from this is key to help your team kill and escape as well as give you some hp. I go with the hat next you will start to put out some damage now because up until now you arent going to hit to hard. The last two items are dependent on the team you are fighting so I either get MR(abyssal speter) or armor(zhonya's) and the staff if you think the other team is building extra MR.

I find that it is alot harder to hit with the grenade every time where as the rockets(once you get the hang of them) are always going to hit and allow you to poke from distance. The turrets is a no brainer the are great for farming and killing. I only want one rank of grenade for the stun, don't misunderstand me it is a great tool (it saves me all the time) but I dont use it for damage until later .

Teleport- I use this because it allows me to protect a tower or push one. Heimer is actually a pretty good tower pusher. Not to mention heimer's passive can heal towers.

Flash- I use this for escape or to flash past and rocket the one enemy that is getting away with 10 hp.

When I fight I want the enemy to be in my turrets so I let them attack me and they will attack you, what I try to do is gernade stun them in the middle of my turrets. Assuming that you stun them you follow with rockets while moving back/running. At this point decide if you can kill them or not if you can use your ult and let them have it. Once you get good with the stun you can be more aggressive. For team fights you want to bring the fight to the turret if you have to put them down will a fight is starting do so behind your team's backside that way it is hitting people the whole time and if it is not going well it will slow and maybe kill any enemy that chases not to mention the slow from your ult.
