Introduction

Heimerdinger is a fantastic champion for a variety of reasons. The main reasons is that he is not often played, he is often underestimated, and his damage output is phenomenal. His ability to farm is simply out of this world, including an ability to farm minions without even being present in the area. He can be instrumental in taking dragon, defeating baron, and backdooring exposed inhibitors.

Heimerdinger is very squishy, and very slow. If caught alone, or even in a duo, he can be in a lot of trouble. With good positioning and a little foresight, his involvement in team fights can mean huge amounts of DPS while working from a safe area.

Runes

Greater Mark of Insight

These marks shouldn't need too much explanation. You penetrate their magic resist and do more damage. If you've played a mage, you already have these runes and know they're good.

Let me just make one additional comment on them. Nine of these runes give you 9 Magic Penetration. With the masteries, you also gain 10% magic penetration. This is 9/10%, which is good for level 1. Even for armor pen, you want a good mix of flat numbers and percent numbers. Too many flat numbers don't do much if your opponent has a high resist percentage. Stack too much percent penetration and your returns are diminished, so you need the flat numbers to counter that.

So again, with these flat runes and the percent masteries, you start with a good balance that will maximize your damage.

Greater Seal of Vior

You're going to want to use your abilities as often as you can, and these flat mana regen runes will help keep you in lane. You'll be starting with a Doran's Ring for additional mana regen. By the time you've reached a level where you require more mana regen, you should have a Tear of the Goddess built, and won't have mana issues at all.
