eh, not a bad start at a build.

Items need a lot of work though.

First Item I get is the +15 health regen per 5. Combined with heimer's passive, you can lane as long as you want, you'll go back cause of oom and tons of gold to spend.

First time I go back, finish philosipher stone and get +7 mp5 item. ideally you get tear too to start building the mana pool. Get boots for 350g.

Next item is the +health, mana and AP rod that adds to those stats over time.
Then +450 hp belt, into the +80 ap +500 hp item that slows.
Upgrade boots to +20 magic resist.
then finish archmage's staff, into the 155ap/+30% hat.
Then another archmages staff, you should be at 800+ ap now.

Summoner spells...you cant really beat exhaust and flash on basically any hero.

runes I go:
red = spell pen
yellow = whatever you want
blue = CD reduction per level
quintessences = whatever you want.

@ENS Hook:

No no no~ You have that backwards.

Your passive, Techmaturgical Repair Bots, is a reason NOT to get health regen early game. It's built in superior health regen.

Now, my item build has ALWAYS worked for me. It's one that thinks of the team. Not just myself, and it's never let me down, only my own skills need practice.
My description also lists items you can choose over aura items, but the first few items can be considered necessary.

I'm usually level5~6 before I have to recall. THAT is when I build my Tear of the Goddess, and by then some could say I'm building my mana-pool a little late.
Philosopher's Stone is also a metagame choice, a trend, not a core item. But because it's a trend, I won't advise against it, build as you like.

As for your other items, if you read my description where I've talked about those items, Rod of Ages is not the best choice on Heimerdinger.
Catalyst the Protector, not so much, but Rod of Ages compared to Rylai's Crystal Scepter IS. Although the recent changes to the game, and future buffs to Heimerdinger are likely to change that. I'm waiting to see.

Rabadon's Deathcap is also in the description as a luxury choice, but is NOT a necessary item; Zhonya's Hourglass is a far better item on Heimerdinger along with Archangel's and Rylai's. This kind of choice, I came to make after dozens and dozens of games with ONLY playing Heimerdinger, that's experience.

For Exhaust: I'll put it on the list.
I understand it's a good spell, but you don't seem to have much to say about it. But it is not a "can't really beat" combo. Summoner Spell choices are dependent on playstyle.

And runes...
Spell Pen Marks are standard. Cooldown reduction per level is bad. VERY bad.
Come back when you have a better grasp on what runes you use. You can't just say "whatever you want" for Seals and Quints, those matter too.

But if I play heimer(maybe), this is what I'm using as a jumping off point for my build.

Much props, +1

Love this build, specially with the defece / AP items.. makes it easyer to heimer, after i used this build ( im skill already with heimer ) i played 3 games where i played :
5/2/12 - 6/1/12 - 8/0/22
and with the alien invator skin it just makes it even more hot ^^ !
+1 from me great build
tho i prefer to take grenades earyler in case of ganking and so on.. just to be safe
and i pick up flash and clarity so i dont have to get in the way for golem needing allies.

I used Mobafire for quite a long time but I never felt like posting a comment.
Now I finally registered because I wanted to rate this build SO BADLY :D

I tried it out several times on Heimer and i was able to pick up 3 kills against a gank which my team failed to call.
This build just works so well and his rockets are a real pain for my enemys if there are only 2 minions left ^___^

So I'd just like to thank you for making this wonderful guide :)

Definately +1

You should add Gangplank to that list, maybe TF, its free gold for their skills that give them gold on kills. Parrley especially.

Good guide though I tend to find the stun grenades to be more of the harassment tool than the pocket rockets :P
