Patch history isn't necessary at all, it's nice but not really needed, also what DeadlyDave said Mejai's Soulstealer isn't reliable at all I haven't used it since season one, maybe once since then but that was only because we were absolutely destroying the other team. maybe recommend it as a very situatonal item, but right now it's to high risk high reward to be viable every game.

I don't really see what difference it makes to a build as to whether it's used to blind or draft.

well this is a blind pick build.

With the exception of maybe a really good assassin like Katarina or Leblanc, Heimerdinger is the opposite of an assassin.

Mejai's Soulstealer on Heimerdinger or really anyone shows that you aren't taking this seriously. You should always anticipate the worst.
