I'm just saying that mordy has problems with the cost of his abilities early game since they are based on a health cost system. Get some hp regen runes/masteries and spam spam spam! let your shield take the place of those armor and mr runes, that's why you have it, to take damage.
And as for your ability sequence, why focus on those runes if you are just going to stay away from your enemy and pester at a distance? Your ability sequence would make sense with those runes and q and w; but that doesn't mean it is the most efficient!
All I can do is give you an idea, that doesn't mean you have to take my advice.

Hp regen runes aren't worth it.
Why place creeping death on minions that die in a single ability or a few auto attacks, when you can place it on yourself and gain an armor and MR buff.
I personally have played 500+ mordekaiser games, and i find the most success with maxing Q after E, instead of maxing W after E.
yeah i usually max q before w as well. q is used much more for hit and runs whilst with w you'd only be looking to use it in a straight up fight...which is probably going to end up in you dead until u get mord's core items. also they nerfed the shield bonus from using creeping death on minions...
health regen i'll also i have to agree is useless early, not to mention late game, i personally prefer spell vamp quints.

Your item build also needs some serious work. You need to look at what items actually work with a champion.
You talked about getting beat early game. This problem can be fixed a few easy ways:
1) Pick up spell vamp early to allow you to spam your moves more often (since they cost you hp).
