Because Soraka depends on her cooldowns 100% I like to run 16% CDR from runes&masteries, which makes my W come 3,2 secs faster and my ultimate come 25,6 secs faster (20,8 at level 3 R)
That's huge difference.

from utility tree your objectives are mana/lvl, mana reg, gp5 and cdr.
from offense u jut want that extra 4% cdr.
rest of points i invest into armor from defense tree.

most important: cdr glyphs for more healing. gp5 quints for wards. seals and marks arent that important, best option is armor for negating enemy adc damage.
