Also the fact that Kog'Maw doesn't scale that nicely with AP, it makes his skills better of course but they themselves are kind of lacking. Most people I've seen build on hit effects like Frozen Mallet. To keep their enemy in place as they pumble them with arcane barrage.
But for what it is trying to accomplish it's a nice build =3
