energize Energize is Skarner's passive and if he basic attacks a minion or creep then his cooldowns will go down by 0.5 seconds. But if he basic attacks a champion, then his cooldowns will go down by 1 second.
Crystal Slash is Skarner's first move which is spammable because it has a low cooldown and costs little mana. Crystal Slash is an Area of Effect ability. I max Crystal Slash first because it does more damage and the mana to use the spell does not increase. Crystal Slash can slow people and can be used to charge up Sheen . It can also be used to hit every one after you have casted Fracture [icon=fracture size=20 which is Skarner's third move.
This skill gives Skarner a Shield and some other useful buffs. One of the buffs makes you gain a movement speed buff to move around the map. Another buff makes him gain attack speed which will make him hit faster. But all of this can be gone once the enemy has destroyed your shield or if the shield has disappeared, so be wise when you use this.
Fracture is an Area of Effect spell that will hit people in a straight line. Once you have attacked some one after casting the spell on them, you get healed by a short amount. Fracture is Skarner's ranged move which can be used to heal yourself or attack some one from a short range.
Skarner can use this to initiate, chase, grab some one away from their tower's protection, or you can use it to drag some one away when they are about to die and kill steal the kill. This move will make your enemy completely useless once used for 1.75 seconds. You will be able to use your spells on the enemy while the ultimate occurs, but you won't be able to basic attack or Fracture with it. You cannot use Flash while using the ultimate. But you can use Ghost while you are using your ultimate.
I use Surge because it gives attack damage and ability power once you have activated it and I don't have a reason to use Ignite other than its cool. Ghost is good too because you can use it during Impale . But Exhaust is just okay because you can already slow them with Crystal Slash . Heal is okay too. I wouldn't get Clarity though because Skarner really doesn't run out of mana a lot. I don't really use Cleanse because I have slow reflexes and I'm too slow to click on it.
Well I don't really have anything to say about my Masteries. My Masteries are in Offense because I'm a Hybrid champion and it gives Ability Power, Attack Damage and other useful stuff like Armor Penetration. If you put a point into Summoner's Wrath then it will buff your Surge to make it go up to 40% attack speed instead of 35% and additionally it will make the ability power gained to 10% (Depending on champion level). Summoner's Wrath also buffs Ignite to make you gain five Ability Power and Attack Damage while it's on cooldown.
I get Sheen because Crystal Slash you are able to spam it and it costs very little mana. Then i get Boots of Swiftness so that it can work with my Ultimate. Then i get Hextech Gunblade for obvious reasons: because it gives me AD and AP and I'm a hybrid champion. I get Trinity Force because it gives me some Ability Power, Attack Damage and it goes with my Sheen besides Lich Bane . Then I get Sunfire Cape because it gives me health and Area of Effect (aoe) damage. Well i get Rabadon's Deathcap because it gives me a ton of Ability Power. If you use this build then you will be both tanky and you wil be able to dps trust me I've seen it with my own eyes. Once you use this build you will be unstoppable.
