I would recommend 9x Flat-AD-Red-Runes, 9x Flat-Health-Yellow-Runes, 9x Flat-AP-Blue-Runes and 3x Flat-AP-Purple-Runes! If you build it this way you will get a massive early burst and nearly unkillable against melee top laners!

I would recommend 28/2/0 for massive damage output and nice health in the whole game!

Like I sad in the top of this guid i would start up with Dorans Blade. In the best cases you get early FB and can go back to buy Boots of Speed. Maybe you can buy Health Potions in case you think you get too much damage! If you have farmed some money, go back and buy Recruve Bow or (in case you want it directly) Berserkers Greaves. The most important part of the guid is the Runnan´s Hurricane! Try to get it as early you can! You will need some more damage to make worth Runnan´s, so buy a Bloodthirster and hold up your stacks! Now you can choose to buy Frozen Mallet or Infinty Edge. You should be able to see, what you need more. If you go out of much TF and still have like 10/4 you can buy Infinity Edge, but in case of 10/10 or worse, buy Frozen Mallet! Now, after you got both, sell Dorans Blade and buy a Phantom Dancer to make your main attack more dangerous. Now you can chase like hell and will be able to bring nearly everyone down.

You put an early point in Toxic Shoot to burst an enemy for first blood down (or to force him to went back). To do this go a bit over the middle of your lane, so that you stay behind(!!!) the frontlines of minions (also on the side of the enemy) and hide there. Now stay there till the enemy want star to farm. When he passed you auto hit, auto hit, auto hit, ignite, auto hit, auto hit, auto hit and if you need to, flash after him. In most cases you got now first blood! Now get Blinding Dart to make sure your enemy cant farm quiet good (everytime he wants to lasthit, blind him)! If you reaced level 3 get Move Quick to have a massive early escape chance. First bring up Toxic Shoot, then Blinding Dart, then Move Quick! Schrooms like every other ultimate 6,11,18!
