Teleport --> map presence/lane presence, highly recommended safe choice

Learn how to play with runes, learn how to play the game. Runes play a huge role on your game, but they may vary accordingly to your gaming style. If you like to fight a lot you wouldn't use the scaling runes. On the other hand, if you like really safe early games with no fights at all run scaling runes. If you can dominate lane get more damage, if you can't dominate run full armor/MR. Same thing with masteries, they may work as an extension of runes. Just make sure your runes and masteries are related, don't run 30/0/0 masteries with scaling runes, it just doesn't make sense. If you are going to be agressive, be sure to be agressive in both runes and masteries.
Learn how to use them, gain free elo. If you look at bronze players they are always using the same runes for every champ and matchup, while challengers have 16458762134862183765471236 rune pages.

It is your choice. If you have a good team, work with them. If everyone else is doing something stupid, don't follow, just mute everyone and win the game.
I like Teleport with garen because he has a huge ability to penetrate the backline and win a tf by himself. Just ask your team to ward the enemy jg, so you can tp and win fights in the dragon or bot lane. However, if you see that the fight is already lost, just keep pushing top.
I wouldn't follow the enemy top laner, especially if you are playing low elo (cuz' they don't know wft they are doing, probably they'll do some BS).

In team fights, you may want to find holes in the enemy defense so you can get to their backline and kill their adc or apc. Or, if your adc/apc are both fed or are hyper carries, you can just stand with them so they don't get killed early in the tf's. You usually would want to defend them when the enemy team starts, and get to the enemy team backline when you start. If you see that your are taking to much damage and won't last long in the tf, you can start running back, because your warmog + passive can give a huge sustain even in a tf. Also, this forces the enemy backline to move (if they want to hit you), which can get them out of position. If you think your damage is enough (if you have a thornmail + sunfire cape combo +/or a black cleaver) you can attemp to flash into the enemy team backline, but be sure your team has damage to follow, you are going to last long enough in there causing damage to everyone and also make sure that the enemy team doesn't have cc enough (or has already spent it and it's on cd), otherwise it is a suicide to jump in there.

Garen has a great potential to up your elo and carry games by taking the enemy top laner out of the game as well as his jungler and probably his mid laner, for he is both easy to play and OP if played right in team fights. He is also very good to help you learn about the game, it is a champion that requires a certain vision of the game in order to be usefull for the team besides team fights.
