The only thing to say about this build
You get very tanky because of the Frozen Mallet and the Rylai's. The target of the build is to deal as much damage as possible, so the frozen mallet slows up to three targets at the same time where the super fast attack speed is supposed to let teemo hit as many hits as possible, so the on-hit-effect of his "E" is very big. With rabadons you maximize your damage potential with your "E"+"Q" so you deal tons of damage.
