I'm not really sure about the effectiveness of a Phantom Dancer on Irelia. But the build is okay, I'll give it a try

U call the build "Dont rely on your weapons". and yet you have more weapons than most irelia builds i've seen.

- You might find introductions boring but that doesn't mean it make sense to place them at the end.
- Maxing reduces the cooldown significantly and therefore makes you more mobile. It also helps with lasthitting in lane. I think thats better than maxing . However there are many different opinions on this matter, I would add a skill sequence section in which you explain why you think maxing is the way to go.
- Damage items such as and are simply bad on Irelia, her strength is that you can build supertanky after getting that and still deal a lot of damage. Your build should have a magic resistance item, armor item (in this case , which is fine) and the + which you have. Getting twice as is listed in your second build is very unrealistic.
- or on Irelia are better choices than imo. is also very valuable for your team for dragon control because you can teleport to a ward while your enemy top laner isn't able to get to dragon fast. is primarily chosen due to the fact that Irelia can pretty much 1 v 1 anyone top as long as she has that.
- There's a mistake in your rune section: it says 'Seal of Resilience' twice, the second time you're talking about glyphs so you should change that and use the correct name.
