Jarvan is one of the best team players in the game. his knock up is handy in a team fight, as is his attack speed increase. This build makes sure your team will have those advantages as long as humanly possible. Trust me no on will be calling you a feeder with this build. If they do, don't forget to remind them that you are Jarvan the fourth and don't give a **** about what they say. **** them.
I went with the basic 21-0-9 masteries. If you want to be more tank than that you can always go 21-9-0 for the extra boost to magic resistance and armor. but since this is not for tanking I would recommend the extra xp increase instead of the small armor increase.
(Q) Dragon Strike is going to be your main mode of lane harassment. You may not start with the move but it will prove to be quit a pain in the *** for the enemy team. just make sure you don't shoot it on a flag you dropped and "accidentally" fly into an enemy tower. This used with your can knock up your enemies. This move takes priority after you have one point into all of your moves.
(W) Golden Aegis is your defensive move. It can however be useful in chasing. It gives a small armor increase and slows surrounding enemies. I use it Immediately after using the + combo. It helps to slow your enemies right after you knocked them up. This move takes final priority after and your
(E) Demacian Standard gives you a passive attack speed increase that can be increased even further if you drop it. This is why I always start with it. Dropping it can also cause damage to an enemy but, using it to harass really isn't worth the mana cost. Your is much more effective. Now when using your + combo be sure to put the behind the enemy with some distance to decrease the chances of a dodge. This move take priority after
(R) Cataclysm is your ult. This can be a very tricky move to have be effective. Mostly because champions can either flash out of it or use a move to jump out. Another backside to is if an allied champion is not in the circle he cant just walk right in (or out) so you may have disengage by re-clicking (R). The key to Cataclysms success is prioritizing. Try to land on the poor soul who can't jump out and try to avoid somebody with an insane AOE like Karthus or Katarina.

Now the health from will pay off. This is a very good defensive dps item. It gives armor and critical chance on top of damage equal to 2% of your max health. The damage isn't overpowering from it but its enough to hold you over for a bit. If you don't but it all at once, start with the before you get the . Okay lifesteal is great but the key to the is the stacks that it builds for an additional 40 damage and 10% lifesteal. these stacks go away if you die. So don't be bad and die. To ensure that you don't die we shall finish the build with another defensive item. since at this point you are doing about 300 damage at 1.4-1.8 attack speed depending on weather or not you have a flag down.

You may find farming a little challenging at first because you don't really have the attack speed to get the last hits before your ******* minions take it, but once you have your + combo you can kill the mage minions and do enough damage to the melee minions that they are just one shot away from being dead. Just don't abuse it because you don't want to blow through you mana to quickly.
The main thing you are going to want to start with is your + combo. Unless they have an ult that you want to interrupt like nunu's or katarina's ult. The other key component to your team's success is your ult. How to use it properly is listed under the skill sequence chapter.
