Jarvan IV is a tanky DPS champion being able to either full tank, full DPS, or hybrid. His passive Martial Cadence further confirms his ability to both tank and DPS, making him one of the best bruisers in the game.

Pros


+ Amazing passive allowing him to harass with a simple auto attack or 2
+ Ultimate that is viable with Garen's Demacian Justice (DEMACIA!!!!)
+ Can tank a whole team with Golden Aegis ability to be stronger with more enemy champions nearby
+ Has a scouting tool, that being Demacian Standard which he can rapidly move to after using Dragon Strike towards it. This combo can also be used as an escape mechanism

Cons


- Mana hungry if playing agressive early game
- 2 skillshot abilities which can be hard to land sometimes
- Not much CC (Only knockup off of a skillshot and his Ulti)
- Harassed easily by ranged champions like all other melee's

Summoners


I take Exhaust and Flash as my summoner spells. Exhaust allows me first blood more easily and also acts as a nice defensive spell allowing me more time to Q/E combo out. I also take Flash for it's op'edness. :P

Masteries

I take a 21-0-9 Mastery Tree taking all of the crit masteries while ignoring the Archaic Knowledge mastery in my offensive section. I also take the dodge masteries in my defensive section.

Skill Sequence


I first level my Dragon Strike to allow me to harass enemy champions. I then level my Demacian Standard to help me scout bushes, and also help me out in terms of attack speed and armor. I then take my Golden Aegis to obviously help me tank and help slow enemy champions which can be great in jungle ganks. I then level my Dragon Strike twice in a row to help me harass a bit harder. At level 6, I obviously take my ultimate. From then on I try to max out my Dragon Strike ASAP while leveling my Demacian Standard and then Golden Aegis, and also leveling my Cataclysm when I can.

Runes


I take Armor Penetration Marks, Dodge Seals, Magic Resist Glyphs and Flat Health Quintessences. The Armor Penetration is pretty standard, while my Dodge Seals help me dodge 7.6% more. While the Magic Resist Glyphs and Flat Health Quints help me a bit more tanky early/mid-game.

Item Purchases

Early Game:



I take a Long Sword and a Health Potion as my starting items. The Long Sword will help my harassing, be that a simple Martial Cadence auto attack or a Dragon Strike which scales off my attack damage. My first base, I will buy Boots of Speed along with a Phage. Phage will help me get some kills as it gives me damage along with a chance to slow enemy champions which is all I need considering my main source of DPS is auto attacks.

Depending on the enemy team I'll either buy Ninja Tabi, Mercury Treads, or Berserker's Greaves as my boots. Ninja Tabi combines well with my Dodge Seals and masteries, and so I usually get these. I'll take Merc Treads if the enemy team is heavy in Magic, or Zerker's if my team doesn't have enough DPS.

After buying my Boots, I'll get a Hexdrinker for the Magic Resist while still buffing my attack damage. Note that at a certain point in the game your Hexdrinker will combo epicly with your auto equip Golden Aegis.

Tip: There are no mana regeneration items so be careful how many times you use your abilities.

Mid Game:



Mid game I'll finish my Frozen Mallet which gives me +700 Health and gives me permenant slow from my melee attacks. After my Mallet, I'll get an Atma's Impaler for maximum punishment. I'll become more tanky with +45 Armor and take +18 Crit Strike Chance and additional damage from the 2% of maximum health I have. Glad I bought that Frozen Mallet!

Tip: Your Dragon Strike can apply a slowing effect from your Mallet allowing you to catch up them.

Late Game:



Late game I'll buy a Madred's Bloodrazor to buff my passive. I'll then be damaging 14% health from enemy champions when I hit them with my passive. I'll gain +25 Armor, +40% Attack Speed and +30 Damage making me a beast! My last item will conclude an Infinity Edge to give me that edge in auto attack crits, and still keep my damage up.

Tip: With Madred's you can definitely take down a tank fast with your Passive/Madred's/Dragon Strike Armor Pen.
