sure i agree with the mejiai's stacking, but if you are having a bad lane and cant get some kills/assists, those picks will give you the gold you need in no time, and about the shadow walking, in my eyes i prefer a good damage output instead of being stealthed around all time. Shadow walk should be used before a gank and not for running around the enemy telling your allies to kill someone. three picks give you a decent AP in early game, then the focus should be lichbane, rabadons and after that meijai, because at that time you have the speed/damage to kill someone and get out of there safely, being able to stack meijai's more quickly. guess thats the point of view of this Build.
not good build.. sorcerors shoes > boots of mobility, kages lucky pick stack isnt what gets her ahead.. its getting mejais early and stacking.. plus you need more shadow walk after the nerf she got.. should be level 3 by the time she gets level 7

It's a pretty decent guide, just work on proper english. Anyways +1
