Summoner spells: I chose ignite and ghost for chasing and DoT or damage over time. The DoT will almost guarantee you get first blood and Ghost can be stacked with Lightning rush for an extremely fast getaway

For Runes I chose attack speed and Ability Power: The attack speed can help you stack a Mark faster with Electrical Surge's Passive and deal out some good damage
while your enemy sits stun locked ;)

Alright I usually play Kennen in TT so If you're using this build for SR I'm not sure how it'll work but the one game I used it I went around 21 and 6 with a bit of assists.

Starting off get your Ruby Crystal and put a point in Thundering Shuriken, use this to harass your opponent and get some damage on them. Make sure not to get too close and personal until around level 3 when you get your Lightning Rush.

At level 2 your harassment really starts kicking in. For a full effect of Electrical Surge, I like to stack 4 hits on a minion then hit an enemy with your Mark, followed by a quick Shuriken and ending with a Surge stun. Even at level 2 this can be devastating because of the stuns and the massive range of your Surge's AoE.

At level 3 you can finally start finishing your combo and add more marks for even longer stun locks. After completing the first Combo mentioned above you can lightning rush for yet another mark on them while they're stunned and quickly hit them with a Shuriken, This is already another 2 marks you can easily finish with an auto attack. BUT REMEMBER you are a ninja and Kennen is a bit squishy especially at a low level so if it doesn't seem to hot you don't have to keep going for a stun lock.

At level 6 hopefully you have your boots and your guise, This is where you get your ult and its battle changing AoE, Charging in with a rush to add a mark to the entire team followed by a Surge and then an ult. will usually get just about everyone to scatter which will give your team enough time to pick off the ones that are stunned and helpless to get away.

Now as you level up, depending on your opponent you will need to get your Rush up faster than your Surge, If the team has some bulky opponents I would suggest getting Rush up before Surge for easier getaways.

I play Kennen as a team support character and I usually acquire a bit of kills to go with it. This characters harassment level is certainly high and played right you can help your team get extremely fed early game.
