Kennen can spam his Lightning Rush to cross the map fast, Teleport maybe isn't the best choice here. I'd go for Flash, since you're so squishy and targeted very often. Besides Flash and Maelstrom have a very good synergy.

Rylai should come before Will of the Ancients for more HP and slow down the opponents.

Dodge is nice, but it's even nice if you put 9 points on defense, and I don't see a Kennen putting points there. If you're going for a AP Nuke, as the title suggests, maybe you can swap Dodge for AP/Level. Cooldown Reduction isn't so hot on Kennen either, since you will not have energy to keep spamming your abilities unless you also have Energy regen runes. With the Golem's buff you'll have both energy regen and cdr. Maybe AP/level on the glyphs if you can't afford the Energy Regen or don't want to waste IP on such an underused rune (only 3 characters use it).
