First of all, please do not post any comments about this build or say this build is inferior to any other build before trying it. I have seen multiple accounts of people just plain bashing other people's builds without trying them.

Kog'Maw is one of the most fun characters I have played. His abilities are very long ranged (Perfect for Harassing XD) and Void Ooze is the perfect slow to help any gank and/or enemy push. Even his passive can be extremely fun to use, just pull suicide to blow up the enemy champion and get the kill and you would agree. Sadly, his survivability is a lot lower than other mages because of the long range. This build doesn't touch on the survival factor as much as others, but instead makes Kog'Maw into a Glass Cannon that can stay in a lane for a very long time with a partner. As Kog'Maw is both a very big mana hog and a very item dependent hero, I have built this up to increase mana as much as possible without sacrificing mana regen, which he is lacking a lot of, and AP. Enjoy.
The runes I have chosen help Kog'Maw a lot. The Marks and Glyphs increase Magic Penetration, which helps this build a lot as it lacks that until mid to end game. The Mana Regen Seals help your mana problem as you go through the game and the Quintessences give extra gold which helps with the item dependency.
The masteries are a nice twist for any caster. They add some nice hp regen using strength of spirit and is mostly based around regen and cooldown with the classic mage 9 in offense masteries.
(Q) - Caustic Spittle -
Passive: Increases armor penetration.
Active: Kog'Maw launches a corrosive projectile which deals magic damage and doubles his passive armor penetration for 4 seconds (Removes the passive until available again).
+ This skill screams anti-tank. Basically it is more damage and easier to kill creeps and tanks with physical attacks. AP boosts the damage done with the active.
(W) - Bio-Arcane Barrage -
Kog'Maw's attacks gain range and deal a percent of the target's maximum health as magic damage
+ This is great on runaway champions. Pop this and Caustic Spittle and the ranged damage skyrockets. The extra range helps to hit towers and run away when an enemy champ appears. AP boosts the percentage of health done as magic damage while this is active by 1% per 100 AP.
(E) - Void Ooze -
Kog'Maw launches a peculiar ooze which damages all enemies it passes through and leaves a trail which slows enemies who stand on it.
+ This is his best skill other than his ultimate. Seriously, at level 5 the slow is at 60%! That is enough to get many hits on one champion and kill him/her. And it helps to stop champions from chasing you or your teammates. Shoot it into their path and they won't be able to catch anyone. AP boosts damage done.
(R) - Living Artillery -
Kog'Maw fires a living artillery shell at a great distance dealing damage and revealing targets. Additionally, multiple Living Artilleries in a short period of time cause them to cost additional mana
+ The ultimate ranged chase ability. You can just pop it in their path and damage is done quickly. Also, with the lowest cooldown I have seen, you can fit 2 or 3 in without the other champion getting out of sight. This can also be used to spot ganks in the bush and to harass like no tomorrow. You WILL be spamming this ALOT.
Passive - Icathian Surprise -
Upon dying, Kog'Maw starts a chain reaction in his body which causes him to detonate after 4 seconds; dealing magic damage to surrounding enemies.
+ Okay, this passive is the most fun I have ever had. When you die, you change into a living bomb that blows up in about 4 seconds. What is even better is the damage is true damage, so defenses don't matter here. But, there are some issues with this as well. For one, any type of reviving like a Guardian Angel or Zilean's ultimate do not work. So, do NOT waste time or money on that. Damage goes up with level, getting up to about 550 true damage at level 18.
The Item part pretty much spells it out. If it got to the end, you would end with Sorcerer's Shoes, Archangel's Staff, Rod of Ages, Nashor's Tooth, Zhonya's Ring, Banshee's Veil, and a Void Staff. The Philosopher's Stone is just used for the 5gold/10 and mana regen. At end game, you shouldn't need the gold so it is better to replace it with a Void Staff to reduce magic resist to near 0, 0, or even lower. The rest helps mana problems, cooldown for fast Living Artillery and such, and AP.
1. Do not be afraid to tower dive to get the kill on an enemy champ. If you die, you can use yourself to blow up the champ, or if you already killed him, blow up minions for extra gold.
2. FARM!!!! Do not spend your early game ganking. There is plenty of time for that.
3. Make sure to farm the Golem Buff for great cooldown reduction and mana regen. You need it.
4. Have fun. Seriously, I am tired of people getting mad and quitting because they cannot get a kill. The point of any game is not competition but to have fun and entertain you, so please do not get all caught up in winning. It really isn't everything. But, it is a bonus!!! XD
5. Don't call people noobs or respond to people calling you a noob or anything else that relates to bashing someone else. It really ruins the fun and the environment of the game.
6. If you want Survivability, check out Heat's build. Unlike what most people say, it actually is pretty good.
Please feel free to comment but at least try the build before saying it is bad. There is no build that is really the "BEST".
