I think if you're doing well in lane you can skip it, or if you're with a high sustain support like soraka or sona. Otherwise, I would still get it if you're doing meh / bad or with a non-sustain support. You should remember that when the AD gets wriggle's too it lets you secure dragon much easier, which helps you win the game.
