yeah, Teemo will benefit from runaan.
And yes, don't buid it on Vayne, it wont work because of how Vayne's Silver Bolts is coded.
because Silver Bolts refreshes upon changing target and the 2 other bolt of runaan counts as on hit they nullify each other. Only your primary target will get the Silver Bolts debuff.

Teemo still gets poison, but i dont build on him.

hurricane is not a core in my opinion -BUT- it's a nice addition to your arsenal if you have on hit ability later in game. (ie. kogmaw's Bio-Arcane Barrage will deal 6% max HP dmg to 3 targets.) but since it doesn't give anything except AS it's definitely a "late game and i still have a space" item.

There are two ways to play Teemo, bruiser and AP. Hurricane doesn't fit into either build. DO NOT BUILD THIS ITEM ON ANYONE EVER.

^ yup. not a great item for the cost. definitely not a core item...**** not a core item for anyone...I mean teemo is really the only person I feel like hurricane is any good on...maybe twitch...but in either case NOT a core item.
