Singed is one of the best tanks in the game, partially due to his fantastic AoE damage, and ability to kill chasers with little to no effort.
Sorry if this doesn't look nice, I just wanted to get my build and playstyle out there to mid ELO players. So don't downvote just because it doesn't have the pretty colors, and shiny things.
Standard spell tank runes, except the move speed quints... The early game speed can really make the difference when nobody has boots. That fling can be the difference between first blood, or dissapointment.
I find this build to be the most effective early-mid game, with a strong late game. I like to build lots of health, and health regen. It helps you keep alive in teamfights, and forces them to chase you longer, thus taking more poison damage. I try to keep it more tanky, than damage. The only real damage item I like to build is the Rabaddon's at the end to make sure your damage doesn't fizzle end game. Until then you should be able to get along with the Spell power you already have, and base damage.
Ghost + Insanity pot = Impossible to chase
The teleport is good for lane sustainability early game, and farming mid-late game.

- A good addition to any team
The only real con is that you either need to harass a lot, then fling into poison for a kill, or find a way to convince them to chase you to death.
Creeping / Jungling
The only jungling I do is getting blue during the laning phase. Early-Mid game you're going to have some mana issues. If you poison conservatively, and only fling when needed you'll be fine, but I like to be aggressive. From level 2 on, you can afford to play more aggressive, and take lane control. Sadly, to establish lane control you need to have all the mana you can get. I typically tend to get our blue, or their blue (depending on which is closer) around level 7-9. I facecheck it, so I can get spawn time, then once it spawns (the second time) I usually push my lane with poison, and go get the blue buff. Once you have blue, you can literally leave your poison on, and GAIN mana.
You're job is to initiate fights, You want to ghost/insanity pot (or both) and run into the enemy team. I like to target out of place carries, supports, or other important squishies, and fling them back into my team. At that time you can usually get a stun, snare, or suppress off, and take out 1. Thus making a 4v5 in your favor. At this point you'll be half health, your new job is to throw off the enemy team by running around poisoning everyone, dance in and out of bushes, and fling anyone who starts attacking you, or your carry, if you see a teammate getting chased, fling the enemy in the opposite direction - Teammate saved.

I love Singed, he was my first main, and never gets old. He is fun, and incredibly good.
Have fun, do something crazy. You're Singed, get yourself low then kite them to death, or into a trap. By the time they get there, They'll be half dead!
