About Runes
I find Hybrid Penetration to be the best option on LeBlanc, the auto-attack harrass really adds up. If you don't have Hybrid Penetration run Magic Penetration instead
SEALS:
Armor Seals here, not much to say, they're just too good to pass up
GLYPHS:
Usually I'll get flat MR if I'm versus an AP opponent. However if their mid laner isn't an AP champion I'll either run Magic Resist per level (AP top/AP jungle) or AP Glyphs.
Quintessences:
Again, because your Q, E, and R all scale so well with AP, flat AP quints will GREATLY benefit your early through mid game burst damage.
