Here's my LeBlanc build.
For the summoner spells, i prefer Exhaust and Ignite, as LeBlanc has a great natural escape mechanics, so you dont really need spells like ghost or flash. Also, exhaust is a great helper vs melee champions. Timed with silence from Sigil of Silence, and stun from Etherial Chains, it may make your 1on1 fights with melee champs much more easier and safer.

I personally don't like to mid as LeBlanc, she is a pretty good laner and finisher.
Start with Doran's ring and a healing pot. In the begining of the game, try to finish off minions, and maybe harras your enemies with sigil of silence. However, dont waste too much mana, because you will need it for spikes.

Once you get lvl2, you can start to perform Sigil of Silence->Distortion->immediately cancel distortion combo.
This will deal some nice damage as well as silence your target. However, you must remember 3 things:
1)don't use it too often, or you will run out of mana
2)if you are silenced after distortion, you will not be able to cancel it and turn back
3)distortion has a long cooldown, during which you are more vulnerable to ganks.

Since you do fairly large amounts of damage even with little to no ability power, you should be able to harrass well, or even make a couple of kills.

For your second item, get Mejai's Soulstealer A.K.A. the stacking book, if you are doing good and expect to get some kills/assists, or go for the boots directly, if you are not sure.

For the third item, i chose Banshee's Veil. That may seem to be a strange choicce, however, LeBlanc is very squishy and vulnerable to all kinds of disables. Skills that stun/grab/knock you will very oftenly get you killed. Banshee's will let you do much better versus champions like Blizkrank, Morgana, Lux, Amumu, and other champions with disable/silence skills.

After you got your Banshee's, go for the lovely Archangel's Staff. It's a lovely item, since you have a nice amount of mana, and also if you will be spamming skills alot, you will often run out of mana.
After this, go for Zhonya's Ring. The ring and Archangels Staff themselves should give you about 300+ ability power, which is quite nice for 2 items.

Now, for the last item (after selling Doran's Ring) i would suggest either Rod of Ages or Rylai's Crystal Scepter. Rod of Ages will give you extra mana and AP, while Rylai's will give you slow, so you should chose depending on the situation.

In teamfights, dont go in first. After waiting for your tanks to initiate, start dealing damage by spamming Sigil of silence, and using Etherial Chains. As for the ultimate use, i would suggest to clone Sigil of Silenece for an awesome damage spike with Sigill->Sigil(on ultimate)->Etherial Chains. You can also try to AoE by jumping into the enemy team with Distortion, and then jumping back, however this is rather risky.
