I take the 21 in offense for obvious reasons, then i take both first tier defense masteries so i can have that little extra survivability. Lastly, I take Good Hands, cuz time spent dead is wasted time, especially in Dominion.

Helps you survive longer in the beginning (obviously)

Since you level so fast in Dominion, and it's all about about action, I prefer these to any resistance or anything so that I can use my skills ASAP.

I start off my build with a pair of basic boots and the ingredients for a Phage. As soon as I can, I finish out the Phage and my Boots of Swiftness. Then later I get Entropy.
Next, I begin working on my Sanguine Blade by purchasing a BF Sword, eventually getting the full sword.
Triforce is the item i usually go for here. Yes, it may seem a a little redundant to some to have two on-hit slowing items, but Triforce has way too many other benefits that are too good to pass up, such as the extra damage proc.
Next I go for either my Atma's or FoN. If AP champs are a problem, I'll go for FoN first, but otherewise I build straight into Atma's.

I find exhaust/cleanse to work the best in Dominion for Lee.
I take cleanse since I have no form of tenacity on the build, and frankly I don't find any of the other spells any good. Cleanse has saved my *** many times, mainly from champs such as Kennen who tend to dominate the Crystal Scar.
Exhaust is good also cuz it serves to not only slow them down, but makes any 1v1 you do that much easier.
