I generally max Tempest because of the attack speed slow, it gives you much better pushing power and besides that, your sonic wave has a fairly long cooldown, I wouldn't personally max a skillshot first due to the fact that its a skill shot, and it's damage will only be a benefit against one target at a time. Tempest is just a personal preference and I generally use Sonic Wave / Resonating Strike as a charge / harassment / first blood move more than anything else.

Why don't you max Q first? I don't see why you would max E first, as early in game when AD values are low it really only serves as a good slow, which doesn't increase in duration as you level it, where as Q will be your main damage skill.
