Introduction.
The items I've chosen should make sense for the majority of you. I grab Rejuvenation Bead and a Faerie Charm to build into a philosopher's stone then I get Boots as my core build. Simple and makes sense.
Next, I'd get a Giant's Belt to give me lots of health early making it very hard for their top to kill me. I would build that Giant's Belt into a Warmog's Armor as quickly as possible. It'll give me the health and health regeneration I need to stay in lane without having to recall.
Now, this is where people get confused. Why do I build a Frozen Mallet over a Rylai's Crystal Scepter? Well, it's simple, since the majority of Leona's skills stun's last longer than the 1.5 second slow on the Rylai's Crystal Scepter it makes it useless.
Instead, it's better to slow with each initial hit as well as stunning, making it easier for Leona to catch up to enemies and stick to them. So, I take Frozen Mallet. You're probably thinking, "But Frozen Mallet doesn't have any AP?!" remember, this guide isn't to AP carry or anything, it's to stall top.
For boots, I suggest taking Mercury's Treads because of it's passive, but if you feel like you are being wrecked by their AD then buy Ninja Tabi. Whatever lets you stall longer I say.
Try getting your Shurelya's Battlesong as your last item in your build. As Leona, you probably won't be picking up a ton of kills, so that g5/10seconds is very important.
The optional choices should be picked based on how the game is going. If you feel like you take too much AP damage, build towards Magic Resist. If you feel you are taking a lot of damage from their AD carry, then build armour.

These runes are a basic tank rune page. If you wanted though, you could swap the Greater Quintessence of Health for either, Greater Quintessence of Health Regeneration or Greater Quintessence of Movement Speed. People would ask, "why not Greater Quintessence of Gold?" Well, since you aren't playing the support role you should be, you are getting all the gold from farming minions. So, no need for Greater Quintessence of Gold.
Then people are thinking "what about Greater Quintessence of Experience?" again, you are solo top, so you are gaining all the experience from minions without having to worry about other people getting farm. (This also goes for the Marks and Seals)
You could also go Greater Quintessence of Ability Power of Ability Power, but I don't suggest it because your masteries are already AP masteries and you need that extra early tanky-ness from your runes.

For masteries, I took a basic AP carry mastery page. Why? Well, since you don't have any form of AP in your runes, your masteries make up for it. The AP you get from your masteries will help you farm minions with your Eclipse. Also, when you use Shield of Daybreak it should deal a decent amount of damage early game.
Remember, when using this build for Leona, don't expect to have overly high scores. You will end up with a decent amount of kills and if played correctly, almost no deaths. Your team won't be able to yell at you for feeding top, unless you do something like tower dive the enemy when they have full health and you have none. This isn't making you un-killable. You can still die. It's just to hold their top in place and make it so he can't move around, and potentially feeding your jungler by getting easy kills off of the opposing teams solo top.
