Leona is a tanky support, meaning that when in bottom lane she has to protect her AD-Carry the best way possible. It is important to be able to go into the fight first and take all the damage while your teammates batter the enemy.
Leona is considered to be the one of the best supports and is quite often even banned in ranked games.
Having a bit of AP is good with Leona in order for her stuns to deal more damage.
Items wise, Leona needs to be a full tank and have as high defense stats as possible. This is why you should start with Relic Shield and then buy a Giant's Belt on the first back. If you buy a Giant's belt very early this will give you a huge advantage in early game and bottom lane because you will be able to survive longer and give your teammates more opportunities to get a kill.
Sunfire Cap is an essential as it grants both health and armor (and even some damage! xD).
This is why it must be your first complete item.
After that, the second most important item is "Face of the Mountain". This item can protect your AD-Carry or any other member (preferably AD) and keep them alive for a little longer during team fights. Once you put the shield on a friendly champion, it will protect the champion for 5 seconds before exploding and dealing the same amount of Attack Damage the champion had ( which is why it is important to use it on AD champs). Otherwise it can just be used to get away if either you or your teammates are on low health.
Depending on the situation you may choose between Frozen Heart or Randuin's Omen. If you see that you are experiencing mana problems or the enemies are not destroying you, go with Frozen Heart.
However, if the enemies are dealing too much damage and are also fast you may want to go with Randuin's Omen for more health+armor and the sometimes life-saving slow.
Skill Combos and Sequence
At level 1 start with Q in case you get ganked, but otherwise don't waste any mana on your Q and just wait for lvl 2 . Once level 2, you level up your E and then you can start harassing enemies by E to them, stunning with Q and engaging. And keep repeating. Do that until level 6.
Once you get your Ultimate, try the sequence W,E,Q,R. First you activate your shield, you jump to and stun your enemy, you Q them to stun again, and then you use Ultimate to stun or slow for a final time.
It is important to the sequence in this specific way in order for the enemy not to be able to react. This is the most effective way to engage with Leona.
Also, try and always aim for the enemy champs to be in the center of your ultimate so that they get stunned.
When it comes to Runes I would suggest full tank runes with a bit of AP in order for you abilities to hurt more.
Full defensive masteries with 0-27-3. Shown above. Since Leona is a tank-support you need to be able to tank that sh*t out.
Don't steal minions from your AD-Carry unless you are alone or have the Relic Shield ability which grants both champs gold and heals up.
