First of all, read this guide to learn how to use BBCoding so your guide doesn't look dull.

Matchups
  • Talk about how to beat them, and avoiding their strengths. For example. Anivia has an auto attack range of 600 but she can't harass you down a lot at early levels unless she hits a Q + E combo. Mention that? Item choices aswell? If you're losing, suggest building a Hexdrinker.
  • You don't need a matchups chapter unless you want to go really indepth. Using the one you're provided in your cheat sheet overview is more than enough.

So far it's a pretty basic Talon guide, in a good way.
But can you explain me some parts of your guide?

-Why did you go for the attack speed instead of CDR in your masteries?
-Do you generally skill W,E,W and than Q? Wouldn't W,E/Q,Q/E be a better choice? I mean you can start trading with level 3 by skilling it that way. Especially in lower Elos you can dodge a skill shot and jump on the Enemy and get away with it.

Some advices I would give to other players reading this:
-Ask your jungler for help, he's there to help you (and of course other lanes too).

-OP recommends Long sword + 3 health potions. I personally feel better with a long sword + 2 health potions + 1 mana potion. It's up to you of course.

If you start trading with your enemy never run back in a straight line! Skill shots can easily hit you on your way back.

-Against strong poke champions or generally stronger early game champions I would recommend buying Crystalline Flask + 3 health potions. Use your W and Q to farm!

-Never go back and just buy the brutalizer. At least have one other damage item!! Sometimes it's better to buy 3 long swords.

-Laning against Yasuo can be pretty annoying.But there are a few tricks how you can win the lane. With a Crystalline Flask you can stay longer in lane and keep farming. If you feel confident enough you can start trading with him. A good way to get rid of his shield is by poking with your W. Right before his shield comes back up again you can use your Q on him. The bleeding will make his shield go on CD. Try to avoid his Q and make him use his windwall. His Windwall has a pretty long cool down (26-18 seconds) use this timeframe to trade/kill him.

-OP forgot to mention that Talon needs the kills. Otherwise he'll become useless. If you can't kill your oponent with level 6. Start roaming!

-In some cases you'll be wining your lane by reaching level 3-4. Use this chance to gank the enemy jungler. You can go to his red/blue buff and kill him and maybe steal his buff.
To pull this off you have to be fairly confident as a Talon player. Otherwise you'll fail and fall back in farm and in the worst case losing your lane.
