Note on what you are doing more then what you are Causing, as Teemo: Zz'rot, Iceborn, Abyssal Specter... These are all defensive items, not aggressive items. So what Gives with this Build?

For this build: You are an Objective Support. Meaning that you will pressure the Lane with either the Ohmwercker or the Zz'Rot, depending on champion's kit excels well with, while putting down some vision for your peepz to see: For Teemo, I chosen Zz'Rot. Getting an Iceborn Gauntlet means it's going be Cheap-ish and Effective for Teemo, as well as crippling his Enemies' Movement Speed for a bit; Adding in the extra Tilt. Abyssal Specter for the Final Touch of your Defensive Item, and You can now go Ham on People with whatever last 2 Aggresive Items you wish, but for me, I've picked up Liandry's Torment and The Deathcap for Extra Aggresiviness, since Teemo is done with his Tank Items. You have one Job with this Build: T.I.L.T. (Teemo Is Loving them Tilt.)

I REALLY wanted to use the Call of Duty: Black Ops Teemo Skin as the Frontpage for this LET'S TALK META! build, but.... Cottontail Teemo, Man. Sooooooo OP.

Teemo isn't known for being scary, as he is being a Definition of being a nuisance. He just focus fires on anyone he sees to tilt any enemy Teemo targets on, blinds them, kites, and rise and cycles all over again. Of Course, You also have to worry about stepping on his Mushrooms... Or Eggs, or even his E.M.T.s (Explosive Mines of Toxicity), as he is more like to put them on brushes, guarding Dragon or baron, and occasionally, even when he's pushing lane. There really isn't much you can say about his kit other then he's suppose to be pure annoyance, but once he has his blinding darts on a cool down, that's basically it. He can shut down Melee Champions, for sure, but he doesn't provide any actually threats to anyone, other then making the opponent team popping up a blood vessel or two. This is also why Teemo isn't Competitive yet Quinn is, Since Quinn actually has some actual firepower to blind and then assassinate that one champion.
