Runes
Flat AP quints, Gold generation seals, MR marks and Flat armor Glyphs.
- Why Gold generation?
Well, as a support, you need to get gold fast, so you can support better (or hit harder, muahahha).
= AP Quints, why?
Late game, early game, mid game... you will be op at any game with these runes (i think).
- MR Marks, why?
You want to be a tanky support, so don't focus in only one tank mode.
- Flat armor Seals, why?
You read the topic above, amirite?
Masteries
Well, on the masteries, i focus more on Cooldowns and Tanky things, because with these runes, masteries and item combination, LULU IS A DAMN BOSS!!ONE (sorry, i got to said that :c)
Items
Items! The most important part of a build (not important if you are 
Xin Zhao or 
Tryndamere, 
Master Yi... they are op anyway :c)
Well, lets start with the early game: (You don't say?)
Start with 
Boots of Speed and a Blast Wand. This will help you to do some burst damage and harass some enemies. Don't focus so much on supporting on early game because its Dominion, and we want to capture the Windmill fast. Remember, if you are getting pwned by your enemies, build an efficient tanky item, such as 
Thornmail or 
Force of Nature earlier.
Mid game:
VERY IMPORTANT!!!ONE! If you see that your team mate is soloing bot against an ad/melee, ask him to switch lanes, but ONLI, ONLY if you know you are going to do better then him. Lulu is quite a counter against ad/melee champions, if you know how to play.
Back to the mid game, start building a Shuryela's Reverie, first the 
Philosopher's Stone for the extra gold and then the Kinglegem. This will help you to get some CDR and Health. Don't forget to use the Shuryela's Reverie often! After you build the Kinglegem, try to initiate an 
Aegis of the Legion, because its a very important tanky item, when it gives almost all the things you will need.
Finally, the Late game!
The part when all your team mates and enemies are op, unless they are noobs or the game is not THAT late... Focus on burst damage, with a 
Lich Bane and if your enemies are almost or fully AP or AD, get the counter tanky item and build a 
Rabadon's Deathcap.
Skill Sequence
I will not make this chapter big, i will just explain what they do and how to use propperly.
Passive:
Pix, your fairy helps you, attacking with bolts every time you use your basic attack, but the bolts wont hit your target if anything is ahead. (stealth things doesn't count)
Glitterlance
Lulu and Pix each fire two piercing bolts that slow the target, but only one bolt will do the damage, even if both hit.
Whimsy
On enemy: Transforms him into a squirrel, or a cookie, or a cat (depending on the skin you are using).
On self/team mates: Grants movement speed and slighty ability power for a short time. This spell is great to initiate ganks and flee from them, if you time it correcly.
Help, Pix!
On enemy: Teleports Pix to your target, damaging him and making Glitterlance and your basic attacks shoot from where the enemy is.
On self/team mates: Protects from some damage with a shield that lasts a little long.
This spell is good when you are going to initiate or help your team mates to initiate. Try to cast Help, Pix! on a tanker, to grant him more survivality
Wild Growth
Your gank mechanism. The best support ult ever (in my opinion), i mean, you can knock up foes and still let them with a hella op health, so... there is nothing i can add... just cast your ult on champions you know that they are going to kill and let them do the job (:
Now, the skill sequence.
If the enemy is AD/Melee: W (on enemy), E (on self), Q and basic attacks. Use R if you know you are going to kill him OR you are near death and want to troll a bit.
If the enemy is AP/Range: I prefer to not harass AP/Ranges, but if you want to try, just do the same with AD/Melees, but use all of your supporting spells on self, and dont basic attacks, unless you use Whimsy on the enemy.
