Introduction
Cause of his Ult, and his nice slow, he can easly set up a kill. She has a good disengage in W and a shield on E, so she can keep his ADC safe on the whole lane phase.
Lulu lacks totally sustain.
This is not a normal Lulu's support build. In this guide I focus on giving an hellish lane phase to the enemies and having an offensive support the whole game.
At level 3 take another time the point in Q, if you are facing a not-so-offensive bot. If you are facing a really aggresive bot, go for a W at level 3.
Glitterlance is your main ability. It's a really strong poke, and the slow let the enemy much or less not able to react. If you can land it, don't think twice.
Whimsy has only a good utility, so max it last. If someone is gonna burst you, make him really pretty and you save a life. Lel so nice. If you are chasing for a kill, obv cast it on your ADC. It will let flowers on the ground: you make your adc pretty and gracefull and you kill a f*get. Lel really nice.
HELP PIX! Is really important. Around level 4 E+Q is a small burst that has a nice slow and reveal f*gets. Yay. BTW, E+Q cuts off tons of mana so don't spam it. Using it on a minion and then Q from that minion is like one of the best poke in LOL. Such Range, such Damage. Manage it, and keep in mind that the bolt from your Pix converges on your mouse's location. Here an usefull image took at this mid guide for Lulu.
Wild Growth is beastly. You can use it as the best disengage ever seen or for helping bursting people down with that knock-up. Your choice.
Ah, note that this ult is the main reason cause engaging a Lulu under a turret is a REALLY stupid thing. Can't count times I got a double kill under my turret alone on the enemy ADC and his Support. If you can, position yourself where u can knock-up both your lane opponents ulting. That will be nice, so ask to your adc to do the same on an engage.
If you have a really passive bot, don't even think twice about your AA. They procs your Spellthief for Gold and do good damage. Remember that minions block your bolts, so harrass from brushes or another good position.
Ah, Lulu can 1 vs 1 on most adc's cause W, the shield on E and this passive. Keep in mind that it works until the point that the enemy adc has less than 2 main items. Still usefull if he understimate your damage. Dont even try on Vayne, for God sake.
I took flat AP quints and flat AP blues because early AP works wonders in Lulu's lane phase. Without this, your poke is just less than the enemy Health Regen.
I took Armor reds because flat HP sucks, uhm, I mean, I don't like Flat HP. Still a choice, but I think Armor is better on bot. Heavy AP enemy Support? KK, If he get kills I don't think their ADC is gonna go far. (Why the hell I took the icone of lesser armor reds?!)

I took mana regen yellows because... I can't really enfatise how Mana Lulu will use. Anyway, If you think that you will MANAge it, armor yellows are fine. (Such puns)
I took 21 points in the utility tree focussing on Gold, Movement Speed and Mana Regen.
Someone can dislike gold's masteries, but this item build is really expensive, so even a little help can be usefull.
The only thing I really would change about the utility tree is maybe getting Inspiration instead of Expanded Mind. I ignored it because I like going for a full late power, and a +5% mana pool is great. Still an alternative.
In the defensive tree I took Recovery and Block, I think that Recovery is the better Health regen mastery early on, and Block can let me invest a point in Veteran Scars (10 extra flat Health is pretty good for one point).
I take Flash cause Lulu is freaking SLOW, so don't packing Flash is quite a risk. Even with her spectacular kit, she has still problems protecting two people at same time.
Teleport can be usefull for going back and getting wards and sh*ts. If you need mana, recall and TP to lane, GG.
Clarity WAS a good choice, until I saw a lot of people giving -1 just saying "CLARITY".
Exhaust, BTW, is still a nice tool, but you know? Everyone just takes this so I don't like it, f*ck you that's why.
Clairvoyance is a nice choice. One time I took this instead of Clarity (Their pic is pretty similiar -.-) and then I started to pick this REALLY often. Can scout at start to see if the enemy team invade, can scout Dragon and Baron, can find some low enemy HP recalling. A nice tool all game long.
As you saw, I took Frost Queen's Claim's items line. It gives us AP, some sort of Mana Regen, and MONEY. The passive is pretty usefull if you spam your harrass as I hope. A good Lulu harrass his enemy A LOT. Every time you can just AA you enemy, procs your passive and \laugh. The active of the final uptdate is fine too.
Bots of Mobility cause you're slow and you already get 40% CD from other items. Don't even think about CD bots.
Pick your Ruby SightStone as soon as you can. Free wards, and you can let the yellow trinket to take the red one. Full Brush control= Lane dominance. TP is really nice to have when you have this, cause you can cast it on a ward and you can have your free wards always filled up.

Morellonomicom (took a whole minute to write that) cause... uhm, it's really easy to build and gives nice stats. Every time I have some extra gold I build something for Morell- oh God, not gonna write that another time. 20% CD and Mana regen? Yes Please. And 75 Ability Power? Yum. Don't rush it, but hey, take it when you can.
Liandry Torment is nice, cause your slow on Q procs the passive at full potential, and having an Haunting Guise early is pretty usefull.
Nuff said, always get Wards with extra gold until you finish the build with Ruby SightStone.
-An hellish poke with that AA.
-Optimal in Teamfigths.
-Counters a lot of common supports.
-In Late game she can do good damage, really high for a supp.
-A good ult can turn an entire Team Fight.
-40% CD without Elixirs or Blue Buffs.
CONS:
-Mana-Hungry.
-Sustained bots can walk on this build.
-No Cooldown boosts early on.
-needs skill to land Q and a good ult.
Blitzcrank
He can't really do ***** to you. Before 6, if he grabs you or your adc (that nub), just W on the enemy ADC and slow them while you run. After 6, if he grabs you or your adc, ult the grabbed nub and go for the kill.
Leona
Same as Blitz, but she risks a lot.
Don't be so near your adc, or she may ult for get a double stun.
Tresh
Tresh is a burst Support that can even try to just stay in lane and being passive. If you try to burst the enemy, she has too a good disengage. You can win on trades, but a full engage will be lost if he has a better position. Keep in mind and play smart.
Taric
YAY SUCH FABULESSNESS
He has a stun, some sort of sustain. Uhm, just try to burst them down, you have your W and your ult, so you can win the engage. Don't even think about going on a full harass game. BTW Taric has even bigger problems than you in Mana costs, so just stall and poke only with your Q.
Annie
Pre 6 is much or less nothing that you should fear. After hitting six, oh well, avoid the stun and all is ok. She has low range, capitalize on that: poke from far away and let them recall.
Lulu might suck on...
Nidalee
GODDAM THAT DAMAGE. Focus on bursting that lane, she's the queen on pokes and she can heal your Q, but lacks CCs.
Soraka
Yay, you will suck here. Silence, healz and stars. She's ugly, she's mad, she's a goat: she counters you. Try to burst and wait that she has the Silence on CD.
Sona
She can heal, has a better burst set-up and has high mobility. Yay, you get full countered here. Maybe swap with midlane? <3
Fiddlesticks
That silence, much Fear, such wow. Don't even try, swap lanes.
Wait, and use your W on the Caster or on the enemy ADC, or, if they have channeling ***** like Katarina or Malzahar, wait for them.
If you have tanks with a good engage like Leona, Tresh, Zac or Irelia, wait their jumps on the enemy team and ult them. This combo is DEADLY. You will most likely win a TF if you do this correctly. OBV, you MUST have a carry with you.
Generally, ulting a bro while he's in the middle of the enemy team is a good thing.
Even Katarina using ult (Who can resist a giant spinning b*tch with giant tit- uhm blades?), Fiddlestick and Vladimir will love that ****. Be creative: Lulu has TONS of combos with other champs.
This was a little experiment with my friend. He said that "Publishing a guide in mobafire? LOL, they will eat you alive. Just put Clarity as main summoner and look how easly they just push -1" Actually I use Exhaust as my main summoner.
Anyway, he lost the bet cause I actually found someone that helped my a lot with PMs and wrote useful comments. Thanks to this users, I just won a low cost skin on LOL, and I improved a lot with Lulu.

Yes I primarily stick to Top/Mid/Jungle, but I'm Diamond 1. I could play blindfolded and my support would still be stronger than yours.

other interessing quotes are users that blame me for using "f*g" too much but in PMs they just say that "it's a ******ed thing".
And, another point, after deleting Clarity as main choice, I PMed every single user that voted -1 for that. Nobody has changed the vote or reposted here other errors or advices.
